Gradient Decent fall off Physics For Phys bones

I would like An aria of effect Gradient Decent Fall off function that has custom fall off curves, for translating motion and rotation data from one grabbed Phys bone component to adjacent Phys bone components, with a toggle for Affects Self ( for niche use cases where self effect is undesired), And effects Slotted Phys bone component.
The Central Gradient would have a strength of 1, and the outer most edge an effect of 0, The gradient would be volumetric, between the inside and outside of the Phys bone and having custom curves for controlling the fall off or the direction of the fall off also would be highly desired.
Having the ability to have constant, and fall off behaviors over time would also be very useful for realism.
The desired Aria shapes would be Spherical, Conical, or capsule shaped.
This is so that say you have a skirt, or hair and you grab a piece of it, Than the motion can be translated smoothly in to adjacent bones or Phys bones depending on the use case.
I know this is a fairly dense feature request, though I assumed that this one feature would best to have a comprehensive outline.
