Sure we may want to wait for a even higher increase in active playerbase before thinking about anything like having "Global Mods" but I do think it's time in some way of thinking about the possibility of having them.
Global Moderators would have their specific powers in all worlds or official "vrchat" created worlds, they could be able to toggle on/off their "Mod" tag next to their nametag, their presence would already help the world they're in and if they need to confront a player/user, they may.

How picking a Moderator could be(by order):
  • Moderator Written Application (private) - Form/Template
  • Admins/Devs read and pick the users by their app and also from what they know from them (trust, etc..)
  • Moderator Applications that got picked go public (can be viewed by everyone and everyone can comment and approve/disapprove with the reason why)
  • Admins/Devs pick the best possible depending on their own choice and public/community opinions too
  • Those that are chosen are now "Trial-Moderators"
  • Trial Mods have no power till they go through a Discord Interview (Microphone) and basic mentoring/training through their powers and so on.
  • After finishing mentoring/training and their 'interview' they'll be promoted to "Moderator" and they'll still be watched for a while, after that they'll have the normal Mod powers.

Global Moderators when they deal with a player:
  • Write detailed reason
  • Include possible proof if possible
  • Player account name being dealt with
  • Time and date
  • World name
  • etc etc..
