Fix the exploits that make it easy for AI slop worlds to game the system.

- A world can show many more players than are actually in it by someone simply rapidly spinning up hundreds of instances of it (This was reported 2 years ago, and is widely understood to be something that VRChat cannot easily solve).
- Tags are only author-defined, are case-sensitive (why?), and are language-exclusive, so that no search or recommendations system could possibly change the game against those looking for an easy exploit. The information needed to drive better search or recommendations is either wrong or simply doesn't exist.

Bots also frequently join open groups and make a bunch of group public instances and just idle in them for hours to boost their numbers artificially.

Upvoted. Player counts in the New and Labs tab mean nothing and haven't for years now. There are very obviously low quality worlds that show up with 100+ active users despite no one actually being in them.
