Client-side polygon Limit Slider

we need a slider in options to optionally limit polygons of people who we can see. anyone over the limit will be switched to a default avatar for our client.
this way, beefy pc users can view all avatars, and toaster users can toast toast at a good framerate

Kuro: So being able to turn off Dynamic bones would be nice, but luckily there is that panic mode, which does derender non-friends if frames really do get bad.

VRChat is very CPU heavy, I could see this maybe being useful on some workstation PC's, but for most users it wouldn't increase the framerate. Could mislead people into thinking that it would increase fps, and they would hide avatars, thinking it helps.

polygons are of minimal concern, especially since the limit is supposed to be 20k anyways (which is very low) People who are bypassing this limit may be subject to discipline, if reported.
