Allow worlds to create a portal capture gate for portals to be magnetized to.

Previously, with Udon you could access dynamically dropped portals, allowing a neat trick where you could make a preordained gate or doorway or whatever that placed portals can be absorbed into.
Hardly anyone had actually used this feature, and i had intended to, using animation indicators for where it went and have multiple of them throughout the world so one is always nearby, but the recent patch has removed this capability.
It would be extremely useful and immersive for a number of reasons, including anti-disruption, to have a dedicated gateway which magnetizes/absorbs portals so that they always appear in a pre-defined location.
