Allow VRChat to set itself as High Priority for PC.. if not allow us to change the priority ourselves via windows, don't just block our permissions..

Version 2024.2.3 of VRChat (build 1468) will make it possible to customize the client's process priority on PC using a launch option. This is currently only available on the open beta.
