Allow NearClip Setting to Persist

In one of the beta updates, VRChat introduced a "NearClip" feature that allows people to set the near clip distance. This is useful for people that use smaller avatars or like to get close to other users.
This setting never persisted, which was okay because it was at least in the quick menu. However, they moved it into the "Performance" section of the big menu. This means that every time you want to fix your near clip setting, you need to dig through menus to enable it.
After someone asked for this feature to persist on the development update forum post, Tupper responded with the following:
"No – unlike the unlimited mirror resolution, having Nearclip set to Forced (or even Dynamic) can cause serious issues in some worlds, and we want to avoid unnecessary support issues."
I personally do not agree with preventing a feature from existing because you want to "avoid unnecessary support issues". Your support messaging system should have a flow in place to auto-reply with debugging steps anyways. I am not sure why "disable near-clip" can't be a debugging step that is included. Not to mention that people that use it often will probably get into a habit of enabling it when they join VRChat, so it will almost always be on for them anyways.
So the suggested feature:
Enable the near-clip setting to persist between restarts. This can be accompanied with a disclaimer like is already done with the horizon adjust feature.
