Allow for "follower" announcement-only groups without 100 Group limit

With only 100 Groups allowed, this makes using a single-person Group as an announcement platform not very useful. I'd love to have a Twitter-like way to follow people just for announcements (streams, classes, new worlds, new avatars, etc).

I thought this was actually something they had planned. At leas I remember them talking about it. I'm not sure what happend to it though.
