Add option to define 'low priority' OSC Chatbox messages

Add an option to define 'low priority' OSC Chatbox messages which are handled differently to normal Chatbox messages.
For example, this could be used by developers to define 'low priority' items such as currently playing music or other 'messages' that aren't exactly chat.
People will want to have different settings for actual chat messages versus some OSC messages that can become borderline spam. I may want to see a chat message for 30 seconds, but not someone's now playing music.

to be a thing. As a chatbox user, I'm really sick of hearing people say they turned chatboxes off because they don't want to see people's music statuses. People who use the chatbox for "now playing" messages directly affect my ability to communicate with people.These types of messages need to be treated differently from actual communication messages. Whether that be giving them "low priority" tags or creating another system on nameplates that serves the same purpose.
(By the way, if you're reading this and you use these status messages, I kindly and politely ask you to stop and spread the word until low priority messages are a thing. I, all other mutes, and people who don't want unecessary text on-screen would genuinely really appreciate it. Thanks!)

Here's some more thoughts on this idea:
Add an aditional bool for 'Low priority' messages, defaults to false so that older OSC apps still perform as expected, backwards compatible.
Have a quick menu item in the Chatbox section to 'Hide low priority messages', or ideally, copy the existing size/opacity/duration settings for low priority messages.
In my eyes... This is extremely easy to implement and has no negative effect on existing OSC apps, nor does it affect any apps already in development. On the VRC side, it's literally just copy-pasting a menu item and adding a config entry that it's changing right?
If something to prevent chatbox's filling the sky can't be implemented and you want this feature removed from OVR Toolkit until that time, please don't hesitate to let me know!

Agreed. I dont want to turn off peoples chats just because they spam song titles on my screen, i just want to be rid of the song titles.
