Add official support for avatar flight

Currently, most flying avatars must make use of a bug within Unity to fly using a collider. This system is imperfect at best, with no ability to hover in place, no smooth flying, and janky controls. As someone who participates in high fantasy roleplay and regularly records video within VRChat, I make heavy use of the existing methods of flying, and I would like to see this officially supported.
As a creator, I imagine this can (and should) also come with a world-level flag that can be set to disable flight within the world, or to set custom flight speeds in the same way as run/walk speeds can be set.
In a perfect world, I would like to see something as powerful as OpenFlight become an officially supported feature; as a physics-based flight system it feels downright wonderful to use. Having a system such as that supported on the avatar level would open the floodgates of creativity. Simpler walk-based flight systems, similar to the current collider method, would still be welcome as accessibility features.
