Nearly all content on VRChat could be described as "fan made" content, which means you'd end up wanting to block about 60-85% of all content on VRC. It feels more that you are mostly against the concepts of potential meme/internet culture over general user safety.

Most of the revenue coming into VRC is mostly derived from VRC+ subscriptions and partially the Creator Economy. VRChat is working more on making features that would make VRC+ more attractive to the average user. VRChat will comply to takedown requests if it is requested by the company, but again I think what you're asking for unrelated to the content gating system and misses the point of what it's purpose is: to ensure users have a comfortable experience in VRChat without concerns of seeing blood, nudity, horror, etc. This is besides the point that I think this is a really dumb idea to implement en masse since you're also begging for a purge of user content.
