There was a point in time in VRChat's early days when there used to be a "Call Moderator" button to get assistance regarding pesky users. That feature was removed mid-2018.
With the implementation of Groups instances, and group moderators being appointed, this leads to a new era of VRChat safety.
If a user in a group has access to moderate an instance, allow them to opt in via a self-selectable group permission that allows them to be notified if a user needs help in an instance they are currently not surveying. The moderator can then immediately travel to the instance where that a group member needs assistance.
The end-user can receive a notification that a moderator has been called, and then wait for help to arrive.
This might be a nightmare if anybody in a group instance could call a moderator. Which is why the "call moderator" button should be for group members only, as long as they are a group rank that has a permission enabled to call for help. Also have moderation calls be logged in the group logs, to prevent abuse of spamming. I would suggest one user at a time to be allowed to call for a moderator once every fifteen minutes, the exact length of an invite notification request. If several users try to use the button, they will receive a message that says "a moderator has already been called for this instance".
