Add back menu / chat panel for others. Here is why.

I noticed for long time you cannot see well what some players are doing. They moves weird in air and maybe even in afk mode.
It's because you can't see player has menu opened.
Also... if menu (also 2.0) and chat keyboard panel is put bit high in front of you, and if other want speak or sign to you, you cannot see it who is speaking or signing to you. You will not see gesture / signs.
That is simply they didn't see how your panel is put up.
This is why for other side, we need simple semi-transparant panel, with same size as menu panel and chat keyboard panel, they will SEE you opened menu panel or chat keyboard panel and will go around it, to make sure you can see the player.
It's very easy visual fix. In NeosVR for example the panels are visual visible to others. Why should you not do it in VRChat. It helps a lot for others what you're doing there and also make sure you can see him/her.
Really simple solution, we don't need see menu content, only pure area of the panel is enough to see it. Just semi-transparant area of panel. That is good enough and helps better for others. Very important even for deaf people in visual face to face.
In first screenshot my friend is just "behind" menu panel. I can't see him what he is signing.
In second screenshot same reason, it even covers the player, and player don't realize much i can't now see his/her face! That is good for misunderstandings and miss some signing / interaction.

While the underlining problem is valid, and I myself am giving this an upvote. I do have some worries about the solution. Specifically, if it can't be toggled on/off. Or even give friends + select players permissions to see this.
Everything I say following would stop being a worry with a proper permission system in place for this.
Firstly, because I worry while you aren't asking for people to be able to see parts of other people's menus. I feel like having a floating blank panel would lead to an influx of people assuming that they should be able to.
Along with other creepy information that seems weird to want like my fps, ping, and other stats that feel like they should stay client side.
Or even just the idea of when someone's trying to report/kick/kick vote a user for a bad behavior it may be even easier for them to tell and attempt to crash any player digging into their menus.
Seeing my quick-menu radical would break the immersion of when I'd pull out current emotes among my friends.
IN ADDITION, A QUESTION(S)!!
Would a menu-player x-ray be another option? Either in addition or instead of? Or would that just not be practical even with an opacity slider?

FriendlyGaymer: You cannot control other player menu's. The background area is only for feedback reason how others have put up.
Add opacity slider in menu options is good idea how much you want see it. If you don't want see it, make it 0. See it a little and less disturbing? Make it like 20. Everyone can make own choices.
It's purely meant as visual feedback for others. You cant see menu contents, only blank area. No stats, no settings, nothing visible. Can set by default at 50% opacity.
The radial menu from avatars are less problem because we can see together fine, so visual blank circle is not needed here.
