Public avatar sharing has established avatars like Rusk as mainstream․ The availability of so many interesting Rusks gave people a sense of identity in the avatar; an entire subculture of users was established through it․ However, all of the public community variations of Rusk have been deleted, causing much grief to people, including those who had paid for the base model.
VRChat has demonstrated a capability of flagging avatars as derivative works. What if instead of deleting a public avatar‚ we instead "lock" it․ Then make it so people who buy the official base avatar in the store can "unlock" access to publicly-uploaded variations of that avatar.
The ability to try avatars on pedestals leads to free advertising for base models. Community-made variations are a great way to enjoy a base model without having to customize it yourself. Now there is incentive to buy base avatar models so that you can try everyone's remixes.
