I think creators should be able to upload content to a store page and people should be able to purchase and download those items directly on vrchat's website and/or in-world via the large menu system. We already have a Creator Economy page in our menus and it feels natural that a storefront would be there.

An idea for downloading content from the in-world stores: When an item is purchased, it is added to a library. From this library you can download the content you've just purchased directly to your downloads folder on your computer or some other folder you can specify. When creators update their content, the new versions should be available immediately in the library as well.

Filtering idea: content filters should also work on store items, so minors don't see bad content and adults can filter out things they don't want to see.
