vrc.v_sil is NOT SYNCED for other players in game

There is an issue in Vrchat where the blendshape SIL or vrc.v_sil is active on LOCAL player, but for other users it is broken and not synced. Please see this video for the issue. Both avatars are the same, one is local, the other is not.

All of my avatars custom sil-visemes are now broken. Even my very old avatars are broken. I even checked my other accounts avatars. Same problem.

As a remote player viewing an avatar that utilizes the sil blendshape, it does not play.
It plays fine locally for the wearer of the avatar.
This is a relatively recent change as it breaks some older avatars.
The sil blendshape is important for avatars that were modeled with the mouth open (making it easier to model teeth and mouth detail without worrying about merged vertices or normal distortions).
