Video player doesn't play 44100 Hz Audio on 44100 Hz Devices

Tested with VRC_Stream Sync and VRChat 2020.1.1p1 (Build 916)
If your audio device is set to sampling rate of 44100 Hz the videos that have 44100 Hz Audio won't play said Audio. However it will play 48000 Hz Audio
48000 Hz Devices will play both 44100 Hz Audio and 48000 Hz Audio

Replication steps:
* Go to world with stream player while audio is set to 48000Hz.
* Play a random twitch stream; audio should play.
* Change audio sample rate to 44100 Hz for your audio device.
* Try playing the stream again (probably needs a re-launch of VRCHat because audio device changed)
* No audio from stream.
To change audio sample rate (Windows 10):
* Right click audio speakers in taskbar -> Open Sound Settings
* CLick "Sound Control Panel" on top right under Related Settings
* Find your audio device, right click, go to Properties
* Change sample rate under "Default Format" on the "Advanced Tab"

This error has prevented a major event from being spread to many instances, instead is now a single instance event, greatly reducing the capacity of the event

This has been a major issue for an event me and a couple of team mates are planning in VRC. Advocating to get this bug fixed as higher priority if possible, I hope other people are needing this fixed as much as we are!
