Currently, the "Create Group Public Instances" and "Create Group+ Instances" group role permissions do not function in-game unless the "Create Open Group Instances" permission is also enabled.

To recreate this issue, simply create and assign a group role which has either the "Create Group Public Instances" or "Create Group+ Instances" permission, but not the "Create Open Group Instances" permission. The user with this role assigned will not be able to create any type of Group instances.

This is a problem for groups that want to allow exclusively Groups Public or Groups+ instances to maximize accessibility.
