1- I opened my VRChat menu to add a friend
2- However when I searched their user, the user was coming up but the profile was showing as offline.
3- We have checked our versions and are unsure weather our versions are the same or not.

Was this a user that was not on your friends list at the time?
Users that are not on your friends list will appear as offline when searched.

This is correct.
Do you have to be in the same instance to add them?

GL1TCH_F0xY If that user is not in the same instance as you or on your friends list, that user shows up as "offline" (by design).
Thus, this is not a bug. It's a feature.

The UI or API can randomly report online users as offline, which is temporary and passes in a few minutes.
