Update When Offscreen is overridden ingame and resets avatar bounds

Current solution is to animate it off and then animate the bounds to desired values, but this is not ideal. Animating requires the performance cost of running those animations.
Setting all skinned mesh bounds on an avatar to like 0.5-1m is irrelevant to performance in almost all actual practical situations.
* Lack of identical bounds on skinned meshes causes issues with vertex lighting.
* Minimized bounds causes culling issues, especially in near proximity (clothes disappearing etc)
* Update When Offscreen causes offscreen mesh skinning (bad for performance!)
