Update Capture Hook Certificate for VRChat's EAC

OBS (Open Broadcaster Software) is updating it's Capture Hook Certificate since it's about to expire. Because of this, Anti-Cheat Solutions must be updated in order for OBS to work with it.
As we all know VRChat plays a critical role in the Streaming environment, this is extremely important to consider. OBS is calling on all Devs who use Anti-Cheat with their games to accommodate the new change with the upcoming OBS 31.0.

As you will read here, there are problems with Easy Anti-Cheat (which VRChat uses) that will cause incompatibility issues with the New Certificate. So I am calling on all VRChat Devs to work on ensuring it's compatible with the new certificate as soon as possible.

The new OBS capture certificate should now be accepted in VRChat.

Their article suggests using a build linked there, with hooks that are only signed with the new certificate. I decided to give it a go. As of today, 2024-07-19 I am using the particular OBS and its working fine.
