If you attempt to select a player with your laser cursor when opening your quick menu you are unable to do so if you have less than 20 FPS.
It's not even less than 20fps. I've had it where I've had over 30fps before and still have issues sometimes with clicking on someone over and over to open the quick menu to quickly hide their avatar or something.
The real predicament is the incomprehensibly unoptimized avatars that ruin your FPS, and (if you have ShowAvatar enabled for that avatar) there is no way of hiding the avatar, given you can't select the avatar nor can you hid the avatar via the performance settings.
The only way to fix the issue is (in VR) to look away from the laggy avatar (to un-render it) and take a blind shot by pointing your controller backwards in hopes that you select their avatar and not the dozens of others surrounding them so you can hide the avatar.

Pro tip: there are arrows on that panel where you can hide/unhide avatar, so you need to selected random person and just scroll to the one you want hide. Not solving the issue, but yea, useful ;)
This happens to me a lot as well.
That explains it, I was not sure what it was. I used a cheap laptop with a new account for a music streaming avatar and had problems selecting stuff in the quick menu. It was not just avatars, no button worked. Rescaling the window was my solution, since the world was nearly empty anyway. A miracle it runs on intels uhd620 at all. Even the home is super sluggish...
Yeah that's a problem especially if you want to take a look at lagger avatars. Only way of selecting them is by going panic mode to up your FPS.
I can't believe this still isn't fixed this was a problem when I started VRChat almost a year ago...

I have also problems to select player lately. I click on player, there is blue selection area, but there is no update on menu. So it's still hard to keep repeating until it finally got it.
When some one with 'heavy' avatar enable so much effects that will kick you cpu / gpu high, result in low fps. It's strange you cannot select with pointer, but you can also use Social tab to find the user and block him.
It's still possible when you have low fps, but i agreed it's not funny problem. You cannot point fast in the menu screen. It's hard under heavy effects (even your screen went crazy).
Special 'Escape' button to enable immediately safe mode should work in critical scenes. Like one Escape button below the menu screen to turn on safe mode (which will disable all avatars). Keyboard ESC should also possible if your controllers are hard to point. Multipress controller buttons (like trigger + grab + touchpad press at same time) should enable safe mode for example).
