I don't believe this applies to low FPS anymore. Even with high framerates, my ability to select people will just randomly cease to exist for a great deal of time. There is no way that I can manually cause or fix it. I'm at the mercy of some obscure bug. This often makes dealing with bad actors difficult, but worse-so, I may ask someone if I can clone their avatar or friend them, only to find that I can't even select them in the first place.

Welp even i have more than 30fps, sometimes i still select player even when i trying to select i heard the sound clicking.

It's not even less than 20fps. I've had it where I've had over 30fps before and still have issues sometimes with clicking on someone over and over to open the quick menu to quickly hide their avatar or something.

The real predicament is the incomprehensibly unoptimized avatars that ruin your FPS, and (if you have ShowAvatar enabled for that avatar) there is no way of hiding the avatar, given you can't select the avatar nor can you hid the avatar via the performance settings.
The only way to fix the issue is (in VR) to look away from the laggy avatar (to un-render it) and take a blind shot by pointing your controller backwards in hopes that you select their avatar and not the dozens of others surrounding them so you can hide the avatar.

Pro tip: there are arrows on that panel where you can hide/unhide avatar, so you need to selected random person and just scroll to the one you want hide. Not solving the issue, but yea, useful ;)

xxx_red_xxx: that's why it is said you look away to "un-render" problematic avatar and have higher frame rate, so you can select anyone else who still visible in a field of view.

StClaws: some avatars I have encountered don't unrender when you turn around because they set the bounding box super large.
