SteamVR Input 2.0 update broke gesture-weight based gestures with Action Menu open

Certain avatars (including the Rexouium and Canis Woof by Rezillo Ryker) have gestures that utilize gesture-weight, typically bound to trigger pull depth while making a fist gesture. Although this is still working normally when both hands are available, it no longer works when the Action Menu is open on the opposite hand - the fist gesture is detected, but pulling the trigger has no effect. This has made it impossible to perform certain gestures with one hand while e.g. controlling a puppet with the other. It has also made it impossible to lock said gestures in place by using the Action Menu to disable gestures.

"GestureWeight" parameters no longer update while the action menu is open

While the action menu is open on your right hand, the "GestureRightWeight" parameter will no longer update (same for the left hand and "GestureLeftWeight"). When the action menu is closed, both GestureWeights work as normal; likewise, when the right side action menu is open, "GestureLeftWeight" works as normal and vis versa.
Example: If you have a firearm shooting animation that requires you to pull the controller's right trigger to activate (thus setting "GestureRightWeight" to 1.00), it will not fire while the right side action menu is open. The parameter remains locked to a float value of 0.00.

Ive observed this too since the release of the update that fixed movement being broken while the menu was open as a side effect of the steamvr 2.0 input update https://feedback.vrchat.com/bug-reports/p/unable-to-move-when-radial-menu-is-open

[1492] GestureWeight gets set to 0 when opening action menu on fist gesture
LuciBlack
[Index Controllers]
When using the fist gesture (Gesture 1) and opening the action menu at the same time, the GestureWeight value for that hand gets set to 0, ignoring trigger inputs, until the menu is closed again.

Vizion The Fox Quoting pi's reply to me in the Discord: "The Action Menu specifically has a few layering issues where we're currently struggling to bend SteamVR's input APIs to our will. Turns out there's a lot of edge cases there 🙃"
