I open VRChat and on any video player, any twitch stream, tested with different users and 'Twitch DJs' at events. I get this exact same error, just different username.
[twitch:stream] bobross: Failed to download m3u8 information: [SSL: CERTIFICATE_VERIFY_FAILED] certificate verify failed: unable to get local issuer certificate (_ssl.c:1131) (caused by CertificateVerifyError('[SSL: CERTIFICATE_VERIFY_FAILED] certificate verify failed: unable to get local issuer certificate (_ssl.c:1131)')); please report this issue on https://github.com/yt-dlp/yt-dlp/issues?q= , filling out the appropriate issue template. Confirm you are on the latest version using yt-dlp -U
I've Updated Windows, Reverted GPU drivers, applied optional window updates, installed new and updated Certificates, Network Reset, Restarted the Router/Modem, uninstall and reinstalled SteamVR, VRChat, and opted in and out of both of their betas. Haven't been able to find a resolution to this current issue. It began around October 5th.

I found a temporary fix, maybe actual solution.
Downloaded a newer yt-dlp for 10.31.2024 and went into the properties of it, replaced the current VRChat one in AppData\LocalLow\VRChat\VRChat\Tools,
before launching VRChat, open the properties of the exe and check "Read only". It keeps it on the current 10.31.2024 version and my TwitchTV links started working again, this error no longer came about.
