Some people have been unable to play videos since the VRChat build 944 update

Since the update of VRChat 2020.2.3, build 944 on 2020-6-18 Some people can no longer play videos.
Before that, people were able to play back Youtube videos and live streams using VRC_SyncVideoStream and VRC_SyncVideoPlayer, but since the update, some people have been unable to do so.
We have a VRC_SyncVideoStream player in our world with autoplay turned on, but since the update, there have been people failing to play back every day, causing "Master is stuck".
Once Master is stuck, all users who have joined since then will not be able to play the video.
This is very inconvenient because the world instance must be recreated to play the video.

Video players have been an absolute mess this year so far. Every time the patch notes mentions fixing something with video players, they become even more broken. VRC_SyncVideoStream in particular is incredibly broken and unreliable, causing issues like this where the videos wont play at all, or have a small amount of people that will be able to see the videos but not hear any audio.
