Setting fallback not working

- It will be shown as a success and display it as your current fallback in the UI, but others will not see the switch, and if you relaunch VRC you will see that it did not switch successfully
As of Build #1290 I've noticed that setting your fallback avatar no longer works for user uploaded fallback avatars. I've had a fallback avatar unchanged since May 2022 no longer able to switch into (it is also 5 MB texture memory so it still adheres to the new texture memory metric). I've also made a new fallback as well experiencing this issue despite being Excellent on both PC and Quest, being marked as Fallback in the Quest SDK upload, and being only 1 MB of texture memory.
Another useful detail, for anyone using VRCX if you try setting your fallback within there, it will return an error for any old or new fallbacks you have uploaded:
400 Bad Request
"Avatar is not marked as a fallback․"
"avatars/<<<avatar_id redacted>>>/selectfallback"

I had a custom fallback set since a very long time ago and I recently made a new one and I couldn't set it as my fallback.
Since the new patch hit (2023.2.1) I decided to see if it was fixed, which it wasn't, but I was able to set one of the new public avatars as a fallback though. I can't revert back to my old avatar I had as my fallback previously.

Also can confirm I recently uploaded a fallback, go into Fallback tab, set avatar as fallback, close and reopen menu, select Fallback tab again, shown fallback has reverted to the default robot.
Also tested this with a friend, he had a custom fallback already set for some time and was not able to change his fallback to another avatar (other than the VRChat supplied ones). It was still showing the same fallback he had selected sometime ago.

1.Open VRChat (Quest or PC does the same thing)
2.Open the Avatar Menu and Select the Fallback Tab
- Select a Avatar the User playing has created
- Choose it as a Fallback
- Change Tabs
6.Go back to the Fallback Tab and see the Fallback avatar reset to one of the Defaults (Note:This doesn't occur with any of the Fallbacks VRChat provides, only the ones the player creates)
