Screen Space Overlay Canvas not being re-enable sometimes

Upon opening the Radial menu, the 'Canvas' component gets disabled this is fine, however sometimes and won't toggle back on.
World showcasing this problem, by forcing it to get re-enabled:
this is happening on both live and beta, this problem did not happen a few updates ago.

VRChat seems to have a system that hides World UI on Canvases with their Render Mode set to Screen Space - Overlay whenever VRC UI is enabled, such as when warned, typing in the chat box, opening the menu, or opening the radial.
Specifically opening and closing the radial Action Menu seems to have a chance to completely disable the world UI with no way of getting it back until the user rejoins the world. I've tried to replicate the behavior with the other VRC UI that hides world UI like the typing interface, or the main menu but was unable to.
I have not tried recreating this bug in VR as all 3 worlds I tested this on only enable their screen space UI when on desktop.
My speculation is that it's a different function called only by the Action Menu as it does not hide the Face Mirror while all the other VRC UI that hides World UI also hide the Face Mirror.
Worlds I found I could replicate the bug in:
Fish! - A lot of screenspace UI on desktop for this one
Mochie's Avatar Testing - Only screenspace UI on desktop is the third person controls in the bottom right
Avatar Testing Chamber - basically the same as Mochie's world above.
Steps to reproduce:
- Load into a world that has Screen Space UI.
- Open and close the Action Menu.
- Repeat the above step until world UI fails to reappear.

Further testing:
Found that this bug seems to happen more consistently at higher framerates.
At the default limit of 60FPS for desktop I cannot seem to trigger the bug, but uncapping it or setting it to higher than 60FPS allows me to trigger the bug. I usually have my FPS capped at 120 and it happens very consistently for me at that FPS.

I started getting this two updates ago on the beta, stopped using the beta but then it got pushed to live so it's been really annoying and makes playing games like Slash Co really hard with no ui. All it takes is to open your expression menu and you can watch the text turn off and never come back. Seems to only happen to me as a Desktop user as in VR it's not happened yet.
