I think this is a non-actionable bug report.
OP's minimum performance rating to display has been set to Very Poor (which is unbounded), with a maximum 200 MB download size. OP is playing on a laptop in VR mode. The logs also state two private avatars created by have been loaded into the scene.
avatar_perf_rating_VeryPoor has a mean 0.99819 value for the user-created avatar
avtr_15c8deb0-8711-41d5-ac0f-2596bde32d40
(mfhrrjrn by zackwolf56) OP is wearing. The highest load is on the CPU, according to cpu_frame_time.
The world loaded (Autumn Refuge) is also user-created content.

zackwolf56 The avatar you've created has some serious performance problems and may very plausibly be the cause of your performance suffering as a result. The avatar has too many:
  • visible material slots (31, Poor - max rendered logged as 115, Very Poor - recommended 4, good up to 8)
  • triangles (216,533 - VeryPoor - recommended < 32,000, good up to 70,000)
  • Skinned Mesh Renderers (22 - Very Poor - recommended 1, good up to 2)
  • animators (12 - Medium) for some forbidden reason (usually only need 1)
  • bones (332 - Very Poor - recommended max 75, good up to 150)
Particularly, I suspect the excessive Skinned Mesh Renderers and material slots are the greatest contributor to CPU load and extra draw calls in these logs and a cause of problems (and not an issue attributed to the VRChat app).
Please try wearing an optimized avatar. Atlas your materials, merge your skinned mesh renderers, remove what you don't need/retopology.
