People randomly show as "User" rank on friends list

Recently, I’ve noticed that some friends are shown as being User rank on their in-game profiles, even though they should appear as Trusted User.
- On the website, these users correctly show as Trusted User.
- In VRCX, they also show as Trusted User.
- They have not changed their settings to appear as User.
The issue seems to resolve itself once you’re in the same instance as the affected user.
I asked around and multiple friends confirmed these observations, pointing out this has been an issue for a while now.

The trust rank string becomes User if not in the instance

If a user is not in the current instance or is not a Friend, the Trust rank string in the MM becomes "User". The icon color seems to reflect the rank correctly.
Repro steps:
- Join a public instance
- Open MM > Social > In Instance, and find a user with a non-User trust rank. Note the user name. (see the 1st image)
- Leave the instance.
- Open MM > Social > Recently Seen, and find the user and open the detail page
- You will see "User" in the "TRUST RANK" field (see the 2nd image)
Tested with Build 1750 (and open-beta 1766)
Repro steps with search:
- Open MM > Search
- Input and send a random short string to search for random people
- Select the Users tab and browse users' profiles.
- It will almost always show "User" despite shield icon color variance.
- Optionally, click the "View On Website" and browse the profile on the web. You'll see a different trust rank string

I can confirm from anecdotal personal experience this has been a thing at least since I joined VRChat in February 2025.
