StormRel has this actually been fixed? Video player assets are having to put in workarounds for this flicker, but that doesn’t mean the VRC issue is fixed.

almost all Friends have now this problem too on many Worlds.

Checking the AVProVideo github (https://github.com/RenderHeads/UnityPlugin-AVProVideo/issues/1700 and https://github.com/RenderHeads/UnityPlugin-AVProVideo/issues/1637), this issue might be fixed in 3.0
We would however need to wait for VRC to update to that version

I found a work around, and explain what I know of this.

This phenomenon, written in November 2023, still occurs as of February 4, 2024.
It happened to players installed in the "Hololive Meet" world, which was implemented last year, and was also observed in some booths at VKet2023.
It is not likely to occur with a small number of people, but is likely to occur when the number of people increases, causing a load.
To remedy this phenomenon somewhat, create a Camera in Unity, and physically import a plane to which a material such as IwaSync or TopazChat is applied and project it onto a newly created plane.
In this case, the blinking will not be completely eliminated, but it will not be noticeable.
At first, I thought this might be happening via AVPro or U#...?
However, the fact that the blinking still occurs in this case suggests that it is caused when a load is applied.
I will share more information if I find anything else.

Have the same issue on latest VRChat client (PC-VR mode) at 144fps on a RTX 4090. The flashing occurs quite randomly but does seem to be more frequent with higher GPU workload.
If that's of any relevance; I use an older NVidia Studio Driver (537.58) because the latest gaming drivers have been causing stutters on my Valve Index on two different systems.

Searaphim I also have a 4090 and have had some level of flickering basically the entire time since it was a bug for everyone. I know somebody else with a 4090 and am wondering if it's a 4090 problem. My frametimes are good.
