Just had it at 0%, jumped maps, and could still hear other people (faintly).
Checked that my master volume was still at 0%, which it was.

It actually affects all worlds equally. The louder a world's volume, the more noticeable the 0% volume will be.

The camera sound is played at 100%.

ni1chigo2115: it's a different thing, even with sounds at 0% you can still hear the sounds if they are loud enough, you can easily reproduce this by changing master volume to 125% and world sounds to 0% in many places you will still hear music somehow.
And if it is loud enough then even setting master sounds to 0% will not remove sound completely.
