So I must re-upload the test world again and again.

The message you are seeing is not preventing any downloads. It simply indicates that _after you publish_ your world, you would need to add that domain on the website so it works in public instances. Build & Test instances behave like a private instance, in that no special blocking occurs.
This means your issue lies somewhere else, though unfortunately from the information provided I can not tell you where that is. I will close this issue unless you can provide a reproducable example of a bug unrelated to the logged message. We may consider rewording that message in the future to avoid confusion.

Tried to reproduce the issue on my end. In a local test, I received the same message but the request for an untrusted URL still went though. That message is new, but it looks to allow the request.
However, the request simply fails if my client settings don't allow Untrusted, so please double-check your settings. Is there any more context you can provide that might help us repro? (Example URL, client and SDK version, whether a specific plugin sending the request, etc)

Truce I used my UdonSharp scripts that loads images by VRCImageDownloader.
I tested it by the latest client and SDK (on December 19, 2024).

I got the same message December 2nd and noted it down, I was not prevented from visiting untrusted urls in my local test world.
So if its actually blocked this is a regression since then. I've been using open-beta channel

And I think it is nonsense that pbs.twimg.com is not trusted.
