Group Owner doesn't have "Create Age Gated Instances" permission by default

The Group Owner cannot create Age Gated Instances (and the checkbox does not appear in game) by default.
Repro Steps:
* You are in a group and you are the Group Owner
* You try to open an Age Gated Instance but you notice that the in-game "Require 18+ Age Verification" checkbox it's not there and the API doesn't let you do that.
My Workaround:
* I opened the roles page of the group and I assigned the “Create Age Gated Instances” permission to the "Everyone" role, I saved, and then I removed the permission I just added from the "Everyone" role, saved and I can now create Age Gated Instances as a Group Owner. (I'm not sure if the workaround can be reproduced, it worked for me on 5 groups, I tried to let another person do this on their group but they said it didn't work, so I'm not personally sure if they did it correctly or not, or if there is another requirement for it to work that I'm not aware of)
Expected: The "Group Owner" role says "It must always have all permissions", so as a Group Owner I should always and automatically have the permission to create Age Gated Instances by default without having to edit any permission on other roles as a workaround.
