Full body spine/chest/neck stretching occurs locally with specific controllers

While using full body tracking, an avatar's neck, spine, chest area stretches locally while using vive or oculus quest controllers, (potentially more, I don't have anything else to test with)
This only occurs locally, causing desync between users.
This behaviour does not happen with index controllers.
It can be replicated and exemplified by powering off a tracker so lower body tracking freezes, follwed by playspacing up or down.
