Fallback avatars should match the scale of the user's capsule

- Be in a room with another person
- Have the other person scale their avatar down
- Switch your avatar viewing settings for the other person to 'Fallback'
The fallback avatar is not scaled to the user's selected scaling size. The effect of this can range from annoying to extremely socially disruptive, especially in a crowded event where groups of socializing is happening at different scales.
