Downloading the room failed

I am building a new world and I am getting download failure error. I had this issue before. Last time, I could not fix the issue. I was able to move along by reimporting everything and creating a new scene to build the world out of scratch (with same blueprint ID). It worked until now. Now, I am getting the same error but I am at a point that if I start to recreate the world again, there will be too much work to do. Furthermore, it does not guarantee that if this issue will not happen again.
Here are the things I have tried:
* Restarting PC
* Build and Publish world again.

I also have another issue. The another issue is sometime, publishing and uploading the world does not succeed with error message saying
An abnormal situation has occurred: the PlayerLoop internal function has been called recursively. Please contact Customer Support with a sample project so that we can reproduce the problem and troubleshoot it.
Follow methods are how I tried to fix the abnormal player loop issue and number of times the method actually worked.
* Play on editor and then rebuild: 3
* Just build it again: 2
* Restart Unity editor and build: 1
* Using VCC, remove VRCWorld Toolkit and add it back: 1

I found out why for me. When you have 2 post processing volumes, this fails. According to post processing guide, we should be able to do this but I can't..? Interesting.
