Disabled Objects can Transfer Ownership and Network Events

Before disabled objects did not network anything and attempting to set ownership would queue the ownership request when the object was reactivated.
Now disabled objects can be set ownership and network events despite being disabled.
Synced variables do not update until the object is activated (expected).
Disabling an object was a secure way of saving network bandwidth and ensuring no networking can occur locally on that object.
