According to the Shader Blocking System documentation, shaders containing "Toon" should be replaced with "Toon/Lit", and I remember it working that way in the past.
However, when I checked VRChat recently (10/28/2021), it seems to have been replaced by another shader that is neither "Toon/Lit" nor "Standard".
That shader can use real-time shadows, and draws flat shades similar to "Toon/Lit". What is this shader?
Also, if the rules for the Shader Blocking System have changed, it would be nice if the documentation could be updated at some point.
