Cloth Physics in 2019 Unity update Inconsistent

The Unity 2019 vrchat update has created what could be a bug with cloth physics. I'm not sure but in worlds with lower fps, my cloth physics now slow down and float a lot longer. This is for the same avatar uploaded from a month ago, and with the new Unity 2019 version. In worlds with no lag or 90 fps, the same outfit reacts as it should like it has for the past year. I can not change the settings for cloth to accommodate both scenarios.

gonna up this. I noticed cloth being weird, no matter what i do it seems to be floaty

Quoting a Unity employee: "Cloth was made to run on fixed update in 19.4 plus it's a different library NvCloth(19.4+) than PxCloth (18.4)".
I guess fixed update means that shouldn't be happening, but for some reason it does in VRC? o_O Correct me if I'm mixing it up.

Hm sounds like the cloth simulation speed is depending on the framerate.
