Build & Test has occasional Eye Height Desync

- Launch two clients and set one client as a non-one and non-default eye height.
- Close both clients, client with set eye height should be closed last.
- Relaunch two new clients.
If bug does not occur, close both and try relaunching again. For me this occurs on the 2nd or 3rd relaunch after setting a new eye height.
The eye height of one of the remote avatars will appear as 1 meter and the height of the effected remote player won't match their local view height.
