Build & Publish silently fails while Build & Test works (Unity 2022.3, Windows)

Summary:
Build & Publish does nothing (no error, no upload), but Build & Test works normally.
Environment:
- OS: Windows 11
- Unity: 2022.3.x LTS
- VRChat Avatars SDK: latest and previous versions (both tested)
- Account: Trusted User (account age ~2 years)
Steps to Reproduce:
- Create a new Avatars project via VRChat Creator Companion
- Add Avatars SDK
- Open project in Unity
- Login via SDK Control Panel
- Click "Build & Publish"
- Nothing happens (UI locks partially, no error, no upload)
Expected Result:
Avatar should be uploaded and publish dialog should appear.
Actual Result:
Nothing happens. No error message is shown.
Build & Test works normally.
Notes:
- Issue reproduces even in a brand new project
- Windows was fully reset via cloud reinstall
- Unity, SDK, and GPU drivers were reinstalled
- Network was tested via mobile tethering
- Blueprint ID reset and avatar name change did not help

For reproduction of this bug, can you clarify step 2? If I make an avatar project as specified in step 1, I get the avatar SDK. So why is step two saying to add the avatar SDK? I can't add it when it's already there...

WubTheCaptain As shown in this screenshot, fields like the name become uneditable. Pressing the build button causes no loading or error logs to appear. No matter how many times you press the build button or wait, nothing changes.

Oguro_Otyappa Do you have a screenshot of the whole Unity window? (There must be an avatar in the Hierarchy under the scene and the avatar SDK builder can't be used while a prefab is opened for editing, indicated by a blue checkerboard background.)
I'm unable to reproduce this, except for the times when I have to click out of "Builder" tab into "Authentication" and back into "Builder" on an occasion after an avatar has been deleted from the VRChat Home website.

- The background is not blue, so it is not Prefab editing mode.
- The avatar is present in the Hierarchy.
When I switch from the Authentication tab back to the Builder tab,
the text input becomes usable again.
However, even after that, trying Build & Publish results in the same behavior
(no build, no upload).
After that, I tried Build & Test.
From that point on, Unity started showing errors even on startup,
and restarting Unity does not clear them.
Switching from Authentication to Builder no longer restores the state,
and additional errors continue to appear.
So the Authentication → Builder workaround only fixes the UI input lock,
but does not restore the actual build/publish functionality,
and the situation seems to worsen after attempting Build & Test.
