AVPro Low Latency Bug with Twitch

Playing a Twitch Stream or Twitch VOD on AVPro Low Latency causes massive performance degredation and artifacting of the video with Hardware Decoding enabled on my 9070 XT. The performance is much more apparent in Desktop, than in VR. The loss can be anywhere from 50% to 90% in FPS and cause frequent stuttering.
Disabling Hardare Decoding removes the performance degredation but there is still some artifacting, though it presents differently. When Hardware Decoding is enabled the artifacting is always at the bottom of the video stream and is usually green, while Hardware Decoding is disabled there is less artifacting but it can be anywhere on the screen and presents in small areas at a time. I'm trying to gather more information here about this issue to see what hardware it effects, is it just an AMD issue?
I would like to note this issue occured on both Win11 driver ver 25.10.1 and 26.3.1, but did not occur on CachyOS running Mesa 26.0.6-arch2.2 running with GE-Proton10-33-rtsp24-1.

This is infact an AMD issue and does not seem to happen when using an RTX card with NVIDIA drivers in place of the Radeon ones.
