An issue have encountered while using VRChat play fmp4 video on PC. When playing fMP4 m3u8 videos, we experience intermittent stuttering. However, this issue does not occur when playing TS m3u8 videos.
We have conducted multiple tests with several users, and the problem persists consistently across different setups. This suggests that the issue is specific to the fMP4 format.

Haxy There appears to be an issue with VRChat playback when using MediaMTX in HLS with FMP4 and lowLatency mode, as there is no sound. Since these modes utilize DASH for streaming, and TS incurs a delay of more than 10 seconds, I hope VRChat will consider supporting and resolving this problem in future updates

I want to add a note to this - this does not occur in editor via VideoPlayerShim, which utilizes AVPro 2.8.5, and has no issue playing with WMF (via Windows Media Player) - this quirk only exists in VRC at runtime. So it likely exists in whatever changes VRChat has made to AVPro.
This also prevents MPEG-DASH from playing back smoothly, not just LL-HLS and otherwise modern HLS.

So VRChat supports two players, one built in to unity, and AVPro, AVPro is configured to use Windows Media Foundation (WMF)
If WMF has a bug might want to file against that.
I have tried to find another app that uses WMF but all I could find last time I looked was some example code

Docteh easiest check if media foundation is working fine on your system is to check if the test-video in display settings / hd-color settings plays fine. (at least in Win10)
