Abnormally slow download speed

Occasionally my vrchat download speed (for worlds and avatars) falls to unplayable values, like less than 1mbps. It may last for a few minutes or a few hours, it's very unpredictable. Normally I have vrchat download speed of 3-5 megabytes per second.
Geographically I'm in the Far East region of Russia (near Japan), my normal Internet speed is around 100mbps.
Rebooting PC and restarting the router does not help.

Other applications and web sites are not affected by this. I was able to browse the Internet at my usual speeds while I was waiting for the world (in the video above) to download.

Didn't have any speed issues for the past few months, so I guess it's fixed (at least for me)

So for the past month it has been mostly fine, but last week was especially terrible. Right now I'm downloading a world at 4 kb per second.
If I look at the connections in the task manager, it seems like the download comes from server-13-33-174-42.nrt57.r.cloudfront.net
I tried to ping it and it shows about 15% packet loss.
