[1818] Link event is visible for all group instances.

I can see the Link Event button on all group instances I have available. I checked this at other times today as well. And so far it's consistent with all instances I've seen.
I haven't tried if it actually does something. Since I don't want to mess with their instances.

I can't reproduce this reliably, but when I did with a clean launch one time, I got this log for a group I don't have permissions to host events in. After that, the "Link Event" button was gone, even for groups and its instances I owned.

I can consistently reproduce the issue in OP from a clean launch (stop VRChat & start). However, if I navigate to my own group instance, then the "Link Events" button will be gone from all instances in all groups.
