Issue: Remote avatars in desktop mode have an IK jitter that looks like a 'sprinkler' motion.

Branches: On the Open Beta and Internal (1645) branches and previously in 1644. I have not confirmed if this happens on Live.

Other notes:

-I am unsure if this can happen when viewing your own avatar on desktop mode, whether it's viewed at via Mirror, Camera, avatar preview, or other third-person tool.

-The jitter will stop if the user turns or moves their avatar
