[1627] [Bug] Forced Camera Near Distance setting is out of sync with display

The Forced Camera Near Distance setting is inconsistent with the value shown in the menu and the value actually applied.
For example, the setting may appear to be Off, but Forced is actually applied, or vice versa, the setting may appear to be Forced, but is actually Off.
The result seems to be different when switching with the right arrow and when switching with the left arrow.

Near clip setting not working correctly anymore.
Example:
- Launch VRChat and join a world where near clip set to 0.01 via reference camera. Confirm that Near clip setting is set to Off and in game actual value is 0.01.
- Change setting to Dynamic - near clip still 0.01 - this looks correct.
- Change setting to Forced - near clip now 0.001 that still looks correct.
- Now go back to Dynamic and then Off (click left arrow) - in both modes near clip stays at 0.001 value that's incorrect.
- Click Left arrow one more time to switch from Off to Forced and observe near clip value changing from 0.001 to 0.01 in Forced mode. At this point value is completely broken.
Avatar ID avtr_2fbd5892-883e-4b14-a22e-9b2dadb54399 can be used to see near clip value in game. Action menu Misc and Shaders/RandomInfo.
This bug was introduced few builds before current live build.

Same issue here. I think I know what's going on though, it appears it is trying to set the near distance setting BEFORE the setting gets changed, resulting it setting the near distance to what it WAS and not what it actually is set to.
