[1610] Personal Mirror breaks when Headset Tracking is not enabled

When using the Pico Standalone version, Personal Mirror will break when you disable the Headset Tracking through system settings.
Reproduction steps:
- Start VRChat
- Enable Personal Mirror through Expression Menu
- Disable Headset tracking in PicoOS settings (Settings -> General -> Headset Tracking)
- Observe the mirror breaking
