[1245] Disable FBT problem

When I have freeze tracking under the IK settings enabled and toggle off FBT tracking my legs become static when I'm still. And if i crouch down my legs will keep upright.
If I move around my hip moves into the right location and move as expected.

I don't remember this being a problem for 2 years...
But yea I have to rejoin a world for the disable FBT to work
Not sure if that falls under this ticket, but please fix it

Disabling FBT will also disable locomotion layer.
It was not like this before.

I also had similar (or same?) problem.
- Turn on "Freeze Trackers on Disconnect"
- Disable FBT by turning off "Allow Full Body Tracking(FBT)"
-> My body still fixed in the last pose I took with FBT.

Also, the TrackingType parameter stays as 6 when FBT is disabled (instead of going to 3)

I also noticed that the "Disable FBT" setting is not saved and needs to be reenabled everytime the game is launched
