When joining a world, the radial menu will not open until you've opened the quick menu first.
Expected Behavior
That the radial menu opens, even without opening the QM
Current Behavior
Radial menu will not open until the QM has been opened.
Steps to Reproduce
- Join world/instance
- Try open radial menu.
- Open QM
- Now open radial menu
- Rejoin world to restart process.

Sometimes on game launch/ world launch, the radial menu will not open up until you open the quick menu first. Me and 2 friends are experiencing this, so i assume its more widespread

Repro steps in desktop mode:
- Change world
- Press 'R' - action menu doesn't open
- Open and close the quick menu
- Press 'R' - action menu opens

Self-explanatory. Long-pressing the secondary controller button does not bring up the radial menu. Toggling the quick menu on and off fixes this behaviour.

In VR when you join a world you can't open your radial/action menu until you open the quick menu.
This only seems to happen in VR, desktop is unaffected. I've also only tested this Index controllers, no idea if it happens with other controllers.
Step to reproduce:
- Join a new instance in VR
- Try to open your action/radial menu and see that nothing happens
- Open the quick menu
- Try again to open the action/radial menu and see that it works now
